ඒ අනුව අප්‍රේල් 18 වැනිදා සවස 3.00 සිට සවස 5.30 දක්වාත් 19 වැනිදා සිට 27 වැනිදා දක්වා දහවල් 12.00 සිට සවස 5.30 දක්වාත් විශේෂ දළදා දැක්ම පැවැත්වීමට සැලසුම් කර ඇත.
මේ පිළිබඳ මූලික සාකච්ඡාවක් මාගේ ප්‍රධානත්වයෙන් අද (02) මහනුවර ජනාධිපති මන්දිරයේදී පැවැත්විණි.
වසර 16කට පසුව රටේ බෞද්ධ ජනතාවට මෙම අවස්ථාව ලබාදීම පිළිබඳ මහානායක හිමිවරුන්ට ස්තූතිය පළ කළ මා පවසා සිටියේ තම ජීවිත කාලයේ කවදා හෝ දිනක දළදා වහන්සේ වැඳ පුදාගත යුතුය යන්න මෙරට බෞද්ධ ජනතාවගේ අපේක්ෂාව වන බවයි.
එමෙන්ම රට තුළ ගිලිහෙමින් තිබෙන ශිෂ්ටත්වය යළි ස්ථාපිත කරමින් ආගමික සහ සංස්කෘතික ප්‍රබෝධයක් ඇති කිරීමට මෙම අවස්ථාව ඉවහල් කර ගනු ඇතැයි බලාපොරොත්තු වන බවද මම ප්‍රකාශ කළෙමි.
රට තුළ බෞද්ධ ප්‍රබෝධයක් ඇතිවන පරිදි මෙම කටයුතු සංවිධානය කිරීමේ වැදගත්කම පෙන්වා දුන් මා අලුත් අවුරුද්දේ දිගුවක් ලෙස පැවැත්වෙන මෙම දළදා දැක්මේ මංගල්‍යය රට අලුත් දිශාවකට යොමු කරනු ඇති බවට විශ්වාසය පළ කළෙමි.
දින දහයක් මුළුල්ලේ පැවැත්වෙන දළදා දැක්ම සඳහා ලක්ෂ සංඛ්‍යාත ජනතාවක් සහභාගි වනු ඇතැයි අපේක්ෂා පළ කළ මා ඔවුන්ට කිසිදු බාධාවකින් හා අවහිරයකින් තොරව දළදා වහන්සේ වැඳ පුදා ගැනීමට අවස්ථාව උදාකර දීම සියලුදෙනාගේ වගකීම බවත් රජයක් ලෙස ඒ සඳහා උපරිම දායකත්වය සහ මැදිහත්වීම ලබාදෙන බවත් පැවසුවෙමි.
විශේෂ දළදා ප්‍රදර්ශනයේදී ප්‍රධාන වශයෙන් පෝලිම් තුනකින් පැමිණෙන මහජනතාවට දළදා වහන්සේ වන්දනා කර ගැනීමට අවස්ථාව ලබාදීමට මෙහිදී සාකච්ඡා විය.
දළදා වහන්සේගේ හා මහජනතාවගේ ආරක්ෂාව සම්බන්ධයෙන් මහානායක හිමිවරුන්ගෙන් ලැබෙන උපදෙස් අනුව කටයුතු කිරීමට මම නිලධාරීන්ට උපදෙස් ලබා දුනිමි.
දළදා වහන්සේ ප්‍රදර්ශනය සිදු කෙරෙන කාලවකවානුව තුළ මහනුවර ප්‍රදේශයේ පාසල් නිවාඩු ලබාදීමටත් ඒ සඳහා දරුවන්ගේ අධ්‍යාපනයට වෙනත් දිනයන්හි පාසල් පැවැත්වීමටත් යෝජනා විය.
දළදා වහන්සේ වන්දනා කිරීමට පැමිණෙන බැතිමතුන්ගේ සනීපාරක්ෂක පහසුකම් සහ කසළ කළමනාකරණය පිළිබඳ මෙම සාකච්ඡාවේදී වැඩි අවධානය යොමු කළ අතර එම කාලය තුළ රථ වාහන සැලැස්මක් ක්‍රියාත්මක කිරීමට ද සැලසුම් කෙරිණි.
එමෙන්ම ජනතාවගේ සෞඛ්‍ය, පානීය ජල අවශ්‍යතා සහ සෙසු පහසුකම් සැලසීම පිළිබඳ දීර්ඝ ලෙස සාකච්ඡා කෙරුණු අතර දළදා වහන්සේ වන්දනා කිරීමට පැමිණෙන බැතිමතුන්ට ආහාර ලබාදීම වෙනුවෙන් දන්සල් පැවැත්වීමට කැමැති පිංවතුන්ට ලියාපදිංචි වීම සඳහා අවස්ථාව ලබාදීමටද සාකච්ඡා විය.
ජනතාව තුළ බෞද්ධ ප්‍රබෝධයක් ඇතිවන අයුරින් සැරසිලි කටයුතු සිදු කිරීම සහ විශේෂ දළදා දැක්මේ මංගල්‍යය පිළිබඳ මහජනතාව දැනුවත් කිරීමේ වැදගත්කම පිළිබඳවද මෙහිදී සාකච්ඡා කෙරිණි.
මල්වතු, අස්ගිරි අනුනායක හිමිවරුන් ප්‍රමුඛ මහා සංඝරත්නයද, බුද්ධශාසන, ආගමික සහ සංස්කෘතික කටයුතු අමාත්‍ය ආචාර්ය හිනිදුම සුනිල් සෙනෙවි, කෘෂිකර්ම, පශු සම්පත්, ඉඩම් හා වාරිමාර්ග අමාත්‍ය කේ.ඩී. ලාල්කාන්ත යන මහත්වරු ඇතුළු මැති ඇමතිවරුන්ද, මධ්‍යම පළාත් ආණ්ඩුකාර මහාචාර්ය එස්.බී.එස්. අභයකෝන්, ජනාධිපති ලේකම් ආචාර්ය නන්දික සනත් කුමානායක, දියවඩන නිලමේ ප්‍රදීප් නිලංග දෑල යන මහත්වරුන්ද, දිස්ත්‍රික් ලේකම්, ප්‍රාදේශීය ලේකම්වරු සහ රේඛීය ආයතන ප්‍රධානීහුද ත්‍රිවිධ හමුදාව සහ පොලිසිය නියෝජනය කරමින් ජ්‍යෙෂ්ඨ නිලධාරීහු මෙම සාකච්ඡාවට එක්ව සිටියහ.

அதன்படி, ஏப்ரல் 18 ஆம் திகதி பிற்பகல் 3:00 மணி முதல் மாலை 5:30 மணி வரையிலும், 19 ஆம் திகதி முதல் 27 ஆம் திகதி வரை நண்பகல் 12:00 மணி முதல் மாலை 5:30 மணி வரையிலும் தலதா கண்காட்சி நடைபெற உள்ளது.
இது தொடர்பான பூர்வாங்கக் கலந்துரையாடல் இன்று (02) கண்டியில் உள்ள ஜனாதிபதி மாளிகையில் எனது தலைமையில் நடைபெற்றது.
16 வருடங்களுக்குப் பிறகு நாட்டின் பௌத்த மக்களுக்கு இந்த வாய்ப்பை வழங்கிய மகாநாயக்க தேரர்களுக்கு நன்றி தெரிவித்ததுடன்,தங்கள் வாழ்வில் எப்போதாவது ஒரு நாள் தலதா மாளிகையை வழிபட வேண்டும் என்பது இந்த நாட்டின் பௌத்த மக்களின் எதிர்பார்ப்பாகும் என்று தெரிவித்தேன்.
நாட்டில் இழந்து வரும் நாகரிகத்தை மீட்டெடுக்கவும், மத மற்றும் கலாச்சார மறுமலர்ச்சியை உருவாக்கவும் இந்த வாய்ப்பு உதவும் என்று எதிர்பார்ப்பதாகவும் நம்பிக்கை தெரிவித்தேன்.
நாட்டில் பௌத்த மறுமலர்ச்சியை உருவாக்க இந்த நடவடிக்கைகளை ஏற்பாடு செய்வதன் முக்கியத்துவத்தை சுட்டிக்காட்டியதுடன், புத்தாண்டின் நீட்சியாக நடைபெறும் தலதா கண்காட்சி நாட்டை புதிய திசையில் இட்டுச் செல்லும் என்று நம்பிக்கை தெரிவித்தேன்.
பத்து நாட்கள் நடைபெறும் தலதா கண்காட்சியில் இலட்சக்கணக்கான மக்கள் பங்கேற்பார்கள் என்று நம்பிக்கை தெரிவித்ததுடன், எந்தவித தடைகளும் அல்லது இடையூறுகளும் இல்லாமல் தலதா ஆண்டகையை வழிபடும் வாய்ப்பை அவர்களுக்கு வழங்குவது அனைவரின் பொறுப்பு என்றும், இதற்காக அரசாங்கம் உச்ச பங்களிப்பையும் தலையீட்டையும் வழங்கும் என்றும் தெரிவித்தேன்.
முக்கியமாக மூன்று வரிசைகளின் ஊடாக வரும் பொதுமக்களுக்கு, தலதா மாளிகையை வழிபடும் வாய்ப்பை வழங்குவது குறித்து இதன் போது கலந்துரையாடப்பட்டது.
தலதா மாளிகை மற்றும் பொதுமக்களின் பாதுகாப்பு தொடர்பாக மகாநாயக்க தேரர்கள் வழங்கும் அறிவுறுத்தல்களின்படி செயல்படுமாறு ட அதிகாரிகளுக்கு அறிவுறுத்தல் வழங்கினேன்.
தலதா கண்காட்சி நடைபெறும் காலகட்டத்தில் கண்டி பகுதியில் பாடசாலைகளுக்கு விடுமுறை வழங்கவும், மாணவர்களின் கல்விக்காக வேறு நாட்களில் பாடசாலைகளை நடத்தவும் பரிந்துரை செய்யப்பட்டது.
இந்தக் கலந்துரையாடலின் போது, தலதா மாளிகையை வழிபட வரும் பக்தர்களின் சுகாதார வசதிகள் மற்றும் கழிவு முகாமைத்துவம் குறித்து அதிக கவனம் செலுத்தப்பட்டதோடு அந்தக் காலகட்டத்தில் போக்குவரத்துத் திட்டத்தை செயல்படுத்தவும் திட்டங்கள் வகுக்கப்பட்டன.
மக்களின் சுகாதாரம், குடிநீர் தேவைகள் மற்றும் ஏனைய வசதிகளை வழங்குவது குறித்து நீண்ட கலந்துரையாடல்கள் நடத்தப்பட்டன. தலதா மாளிகையை வணங்க வரும் பக்தர்களுக்கு உணவு வழங்குவதற்காக தானசாலைகள் நடத்த விரும்புவோர் பதிவு செய்வதற்கான வாய்ப்பு வழங்குவது குறித்தும் இதன் போது ஆராயப்பட்டது.
மக்களிடையே பௌத்த ஆர்வத்தை உருவாக்கும் வகையில் அலங்காரங்களை மேற்கொள்வதன் முக்கியத்துவம் மற்றும் விசேட தலதா நிகழ்வு குறித்து பொதுமக்களை தெளிவுபடுத்துவது குறித்தும் ஆராயப்பட்டது.
மல்வத்தை மற்றும் அஸ்கிரிய அனுநாயக்க தேரர்கள் தலைமையிலான மகா சங்கத்தினர், புத்தசாசன, சமய மற்றும் கலாசார அலுவல்கள் அமைச்சர் கலாநிதி ஹினிதும சுனில் செனவி, விவசாயம், கால்நடை, காணி மற்றும் நீர்ப்பாசன அமைச்சர் கே.டி. லால்காந்த, பாராளுமன்ற உறுப்பினர்கள் , மத்திய மாகாண ஆளுநர் பேராசிரியர் எஸ்.பி.எஸ். அபயகோன், ஜனாதிபதியின் செயலாளர் கலாநிதி நந்திக சனத் குமாநாயக்க, தியவடன நிலமே பிரதீப் நிலங்க தேல, மாவட்ட செயலாளர்கள், பிரதேச செயலாளர்கள் மற்றும் நிறுவனங்களின் பிரதானிகள், முப்படைகள் மற்றும் பொலிஸை பிரதிநிதித்துவப்படுத்தி சிரேஷ்டஅதிகாரிகள் இந்தக் கலந்துரையாடலில் கலந்து கொண்டனர்.
As per my request to the Mahanayake Theras, it has been decided to hold a special exposition of the Sacred Tooth Relic for the general public from April 18th to 27th. Accordingly, the special exposition is planned to take place from 3:00 p.m. to 5:30 p.m. on April 18th, and from 12:00 p.m. to 5:30 p.m. from April 19th to 27th. A preliminary discussion in this regard was held today (02) at the President’s House in Kandy.
I expressed my gratitude to the Mahanayake Theras for granting the Buddhist community of Sri Lanka the opportunity to partake in this sacred event after 16 years. I emphasized that the Buddhist people of Sri Lanka aspire to see the Sacred Tooth Relic revered and worshipped throughout their lifetime.
Furthermore, I stated that this occasion is expected to contribute to the re-establishment of cultural and religious values that are gradually diminishing within the country, and I hope this event will foster religious and cultural awareness. I also expressed my belief that this special exposition of the Sacred Tooth Relic, organized as an extension of the New Year celebrations, will direct the country towards a new direction by promoting Buddhist awareness nationwide.
I hope that a large number of people will participate in the exposition of the Sacred Tooth Relic, which will be held for ten days. It is my belief that it is the responsibility of everyone to ensure that the devotees are given the opportunity to worship the Sacred Tooth Relic without any obstacles. As the government, I will provide maximum support and intervention in this regard.
During the discussion, it was decided to establish three separate lines for the public to worship the Sacred Tooth Relic during the special exposition. Additionally, I instructed officials to follow the guidance of the Mahanayake Theras regarding the safety of both the Sacred Tooth Relic and the public.
It was also suggested that during the period of the exposition, schools in the Kandy area should be closed, and that school sessions should be held on alternative days to accommodate children’s education. Attention was also given to ensuring the health and safety of the devotees, managing waste, and making transportation arrangements during this time.
Moreover, extensive discussions were held on providing necessary facilities for the health, drinking water, and other needs of the public, as well as giving an opportunity for registered individuals to serve meals at the Dansalas for those coming to worship the Sacred Tooth Relic.
We also discussed the importance of organizing the event in a way that promotes Buddhist awareness among the public and of informing the public about the special exposition of the Sacred Tooth Relic.
The meeting was attended by the Maha Sangha, led by the Malwathu and Asgiri Anunayake Theras, the Minister of Buddhist Affairs, Religious and Cultural Affairs Dr. Hiniduma Sunil Senavi, the Minister of Agriculture, Livestock, Land, and Irrigation K.D. Lal Kantha, the Governor of the Central Province Sarath Bandara Samarasinghe Abayakoon, Secretary to the President Dr. Nandika Sanath Kumanayake, Diyawadana Nilame Pradeep Nilanga Dela, District Secretary, Divisional Secretaries, heads of line institutions, and senior officials from the tri-forces and police.
